Mark Clookie serves as IJM’s Vice President of Investigations and Law Enforcement Development. Mark is responsible for leading a global team of law enforcement and investigations professionals in ongoing investigations, law enforcement capacity-building initiatives, assessment and evaluation, and collaboration with international stakeholders.

Before joining IJM, Mark was appointed the fourth civilian Director of the Naval Criminal Investigative Service (NCIS), where he led an elite worldwide team of more than 2,300 personnel charged with providing investigative and counterterrorism services to the Navy and Marine Corps. Prior to assuming this leadership role, Mark spent 28 years as a Special Agent in NCIS, serving in the U.S., Bahrain and Japan. Before joining NCIS, Mark served as a police officer, volunteer firefighter, and emergency medical technician for several years.

Mark received a B.A. in Criminal Justice and Law Enforcement from University of Maryland, College Park. Currently, Mark resides in the Washington, DC area with his wife.
